Thank you, Mr. President,
I would like to thank SRSG Tetteh for her interesting briefing and welcome the representative of Libya to the meeting.
Mr. President, allow me to make three points.
First, the fragile situation in Libya demonstrates the urgency of reviving the political process. We welcome the strategic review of UNSMIL and its recommendations, highlighting the necessity of putting the political process at the core of the Mission’s activities.
It is essential that all Libyan citizens can exercise their political rights and participate in shaping the governance of their country. Holding elections is necessary to this end. It fosters trust and accountability between citizens and legitimate authorities.
We call on all parties to cooperate constructively to bring the country towards long-waited legislative and presidential elections in line with the roadmap presented by SRSG Tetteh. UNSMIL’s facilitation remains crucial in the implementation of the roadmap in all its stages.
Denmark welcomes the announcement of results from 34 municipal elections and welcome that the remaining ones are scheduled to be completed next week.
Second, Mr. President,
Progress on the economic track remains critical for Libya’s political transition and long-term stability. We emphasise the importance of unifying and preserving the independence of Libya’s core economic institutions.
We commend the decision of the presidential council to complete a comprehensive financial audit. This is essential to strengthen transparency and restore the population’s trust in state institutions.
The decision to establish a technical committee to review contracts in the oil and electricity sectors is another positive development, which we warmly welcome. We hope this can address previously documented serious violations including smuggling, corruption and mismanagement of the country’s resources. Libya’s vast resources must benefit its population equally.
Third and finally,
Stabilising Libya’s security environment is a critical precondition for advancing the political process.
We welcome the announced agreement between the Government of National Unity and Rada on security arrangements in Tripoli. The agreement is a step forward in restoring order in Tripoli, which has long suffered because of the rivalry between armed factions.
We call for a time-bound and tangible implementation of the agreement as well as for a peaceful resolution of outstanding issues as soon as possible.
Given the fragile security context, we call on all stakeholders to fully respect the arms embargo on Libya. In this regard, it is important to recognise the critical role of operation IRINI that is the only initiative mandated to enforce the arms embargo. In addition, IRINI serves as a critical source of information sharing especially with the Panel of Experts.
Mr. President, to conclude,
Let me reaffirm Denmark’s strong support for UNSMIL. This mission has a vital role to play in facilitating a Libyan-led and Libyan-owned political process. We look forward to continuing engagement with SRSG Tetteh and her team and all stakeholders towards this end.
I thank you.
